The tireless efforts of Rep. Richard Noyes were rewarded
when the General Court (the legislature) of the State of New Hampshire voted to
adopt House Concurrent Resolution No. 27. The Resolution declares in part:
"Federal district courts ... continue to order states to levy or increase
taxes to comply with federal mandates; and ... these court actions violate
the United States Constitution and the legislative process."
In South Carolina it was Speaker Pro Tempore Terry E.
Haskins who was the moving force behind House Concurrent Resolution No. 4434
which was adopted by the South Carolina Legislature on June 1st. HCR 4434
restates a principle as ancient as the magna carta: "the authority to tax ... os
retained by the people who, by their consent alone, do delegate such power to
tax explicity to those elected representative in the legislative branch of
government".
